A Black Policeman's Sister On Police Reform And Police Unions

My late brother was a police officer and, before his retirement, our late grandfather was the Acting Commissioner of Public Safety in the U.S. Virgin Islands. So it’s fair to say that I come from a police friendly family. Before coming to work for the Shanker Institute and before that, the AFT, I worked for the AFL-CIO alongside trade unionists from all trades and professions. So it makes it all the more painful to see the asinine responses that police unions have had to charges of police bias and brutality toward African Americans, especially since these charges can so easily be proven to be valid (see hereherehere and here). And, as the mother of a Black male teen, I am terrified to send him out into the world where his very existence may be seen as a threat (see herehere and here).

One of ironies here is that recent calls to “defund the police” and “reform the police,” if executed with rational foresight, would actually go a long way to making the job easier for rank and file police officers. I remember my brother telling me that the call he hated the very most was responding to a person who was having a psychiatric episode. He thought that breaking up a fight or a robbery or even a murder would be preferable, because he had been trained how to respond in those situations. With mental instability, he had no clue: Should he try to talk them down? If they were violent, what was the proper use of force? How should he defend himself and others? Or should he just wait for medical personnel to arrive? In every case, he had to play it by ear. The call to “defund the police” is not actually a call to abolish police departments, as some on the Right have claimed. Instead, it’s a proposal to move some police funding to other municipal agencies that have more expertise in addressing the social ills that are now dumped on police departments as a last resort—such as mental disability, homelessness, alcohol and drug abuse, etc. The proposal, then, is to strengthen local social services to the point that they can relieve police forces of some of the functions that they are disastrously ill equipped to handle.

The Early Years Of The New York City Teachers Union

New York Citys Greenwich Village Society for Historical Preservation (GVSHP) has published an appeal to grant protected landmark status to the “12-story Beaux Arts style office building” at 70 Fifth Avenue in Manhattan. The building was built in 1912 for George Arthur Plimpton, a publisher of education textbooks, a collector of rare books, a philanthropist and a peace activist. For many years, the GVSHP tells us, the building was a haven for radicals and liberals.” I immediately recognized the address as that of the offices of the New York City Teachers Union (TU) for two decades. There is an intriguing story behind that address and the Teachers Union, and it provides a revealing window into the political history of early teacher unionism.

In the same year as 70 Fifth Avenue was built, Henry Linville and a small number of New York City teacher comrades launched a publication, The American Teacher, to report on the economic and professional status of the educator workforce and the politics of American public education. Linville was a biology teacher of some note with a Ph.D. from Harvard; one can still find copies of influential science textbooks he authored. He was a democratic socialist and pacifist who had a particularly close relationship with Norman Thomas, the longtime leader of the Socialist Party. The two worked together in an unsuccessful effort to oppose American involvement in World War I.

In the early twentieth century, there was a great deal of trans-Atlantic cross-fertilization between British and American leftists, with London and New York as the two intellectual centers in this exchange of ideas. From the Womens Trade Union League and the settlement house movement to Fabian Society proposals for reform and the idea of labor party, from anti-imperialist support of Irish and Indian independence to militant suffragist tactics and campaigns for birth control, sex education and the decriminalization of gay sex, New Yorkers often drew inspiration from their British counterparts. The American Teacher followed the development of the National Union of Teachers in the United Kingdom, and New York teachers on the left increasingly looked to it as a model of what could be done in the United States.

Teacher Insurgency: What Are The Strategic Challenges?

The following post was the basis for a talk by Leo Casey, the Executive Director of the Albert Shanker Institute, which was delivered at “The Future of American Labor” conference held February 8th and 9th in Washington, D.C. 

There is every reason to celebrate the “Teacher Spring” strikes of 2018 and the more recent strikes in Los Angeles and Chicago’s charter schools. They provide ample evidence that American teachers will not acquiesce to the evisceration of public education, to the dismantling of their unions and to the impoverishment of the teaching profession. A powerful new working class movement is taking shape, with American teachers in the lead. But to sustain the momentum of this movement and to build upon it, we must not only celebrate, but also reflect and think strategically – we must address the strategic challenges this movement now faces. 

Today, I want to focus on two strategic questions posed by this “Teacher Insurgency:”

  • First, how mobilization differs from organization, the changing relationship between the two and what that means for our work; and
  • Second, the relationship between protest, direct action and strikes, on the one hand, and the struggle for political power, focused on elections, on the other, as well as the role both play in our work.

At the outset, I want to be clear that my approach is a broad one, viewing the current movement not only through the lens of labor history and working class struggles, but also as part of the history of protest movements as a whole, with a particular emphasis on the civil rights movement. There are many reasons for this approach, but one particularly compelling reason lies in the intimate connections between the civil rights movement and America’s public sector unions, including teacher unions. We know, of course, that Martin Luther King was an ardent supporter of the labor movement, and was assassinated in Memphis while he was organizing support for striking sanitation workers in an AFSCME local, and that A. Philip Randolph was both a labor leader and a civil rights leader. But what is perhaps less understood is that the leaders of the teacher unions and public sector unions in the 1960s, the period during which they became established, formidable forces, were often veterans of the civil rights movement. And most of these leaders drew upon their experiences as civil rights activists as they organized their unions.

What Do Teachers Think About How Teachers' Unions Affect Schools?

You don’t have to follow education policy debates for long to notice that teachers’ unions invoke a wide range of opinions; they are admired by some, and abhorred by others. Although they are often portrayed as one big monolithic organization (“the teachers’ union”), there are in fact over ten thousand local teachers’ unions across the nation. All of them are led by teachers who are elected by teachers, their contracts are approved by teachers, and their policy advocacy tends to reflect the preferences of their members, who are teachers.

Given that the vast majority of U.S. students are educated in public schools, which are funded by tax dollars, it makes sense that public scrutiny of teachers’ unions tends to be more extensive than it is for, say, steel or auto worker unions. The leaders of teachers’ unions and their members understand (even welcome) this. Communicating with parents and the community is a big part of being a teacher. People are very serious about education, and rightfully so. Everyone should participate in the debate over how to run our schools. I dare say most teachers would agree that this debate, while sometimes overly contentious, has a net positive effect.

Yet all the debate about the effect of teachers’ unions often omits an interesting (and, perhaps, important) question: What do teachers think about this issue? You don’t have to agree with all policy stances taken by teachers’ unions; such disagreement is not “teacher bashing,” as is sometimes alleged. If, however, you respect teachers and their opinions about how to run schools, and if teachers tend to agree with their unions, then it makes sense at least to keep this in mind when expressing opinions about their unions.

Where Al Shanker Stood: Labor Law Reform

This month marks the 50th anniversary of the assassination of Martin Luther King, Jr. in Memphis, Tennessee, where he was working in support of the union rights of striking African American sanitation workers. We thought it was an opportune time to reprint this July 17, 1977 piece, in which Al Shanker turned over his weekly column to his friend and mentor Bayard Rustin, advisor to King on nonviolent protest strategies, chief organizer of the 1963 March on Washington, and founding president of the A. Philip Randolph Institute.

The nation's labor laws need to be reformed to give workers a fair chance to organize. Enlightened opinion has long recognized that unions are essential if workers are to have any hope of dealing on an equal basis with their employers.

The nation's basic labor relations policy was expressed in the Wagner Act of 1935 as "encouraging the practice and procedure of collective bargaining" and "protecting the exercise by workers of full freedom of association, self-organization and designation of representatives of their own choosing." The Taft-Hartley and Landrum-Griffin amendments to the Wagner Act undermined those principles by creating an imbalance in favor of employers.

Although companies no longer employ the brutal anti-union methods of the past, many have adopted a sophisticated arsenal of devices -- legal, illegal, and extralegal -- to interfere with and frustrate the rights of workers to organize and bargain collectively.

Domino Effect: The AFL-CIO And The End Of Communism

Our guest author today is Paweł Zyzak, an award-winning Polish historian, civic activist, and currently an advisor to the Polish Investment and Trade Agency. The following is drawn from a recent talk about his new book, Efekt Domina: Czy Ameryka Obaliła Komunizm w Polsce? (Domino Effect: Did the United States of America Overthrow Communism?).

Surprisingly, the Polish publishing industry has very few works on the topic of Washington’s policies towards communist Poland. There are a few reprints of books by American authors dealing with Polish issues, but these are hardly Polish experts and they focus on secondary issues, such as John Paul II’s cooperation with Ronald Reagan or the CIA’s support for Solidarity, which is in fact hard to trace. Or, for example, Empowering Revolution: America, Poland, and the End of the Cold War (Chapel Hill, NC: University of North Carolina Press, 2014), in which Greg Domber tells mainly an official version of the Reagan Administration.

Thus, mine is the first history published in Poland to recognize the American labor movement and the American anti-communist Left as having a rightful place in bringing about the Polish transition from communism. Thanks to a grant from the Albert Shanker Institute, I was able to reach all available American archives and historical witnesses, as well as articles and studies on the AFL-CIO’s activities and the American government’s policies towards Poland. And thus my book, which one might say is a “missing link,” deals with not only Poland’s modern history, but America’s as well.

Poland was indeed an element in the political strategy of the Reagan administration as part of the destabilization of the Soviet empire (at least during President Reagan’s first term), but the title of my book (Efekt Domina) recognizes that it was the AFL-CIO‘s leadership that argued Poland was the place from which the domino effect leading to the collapse of the Eastern Bloc would originate. And it was the AFL-CIO leadership that actually had the decisive impact in bringing that about.

The Future Of Worker Voice And Power

My goal is to provide a long-term vision of how we can address the fundamental economic and democratic challenges faced by our country, as well as to discuss some realistic steps for state and local governments to take to move us toward this vision.

Today’s economy does not work very well for most people. Wages have been stagnant for decades and inequality is near record highs. Many voters blame politicians for these problems – for doing the bidding of CEOs while leaving workers with too little power to get their fair share.  Voter anger and the politicians fortified by it have put our democracy in real trouble.

There are of numerous reforms necessary to ensure that workers have sufficient power to raise wages, reduce inequality, and make democracy work for all Americans – including those that reduce the influence of money in politics and that promote full employment.  But among the most important reforms are those that give workers a way to band together and have a strong collective voice.  Collective voice enables workers to negotiate with CEOs on a relatively even footing and to hold politicians accountable.  When workers have a strong collective voice, not only can they increase their own wages, but also improve labor standards across the economy and provide a key counterbalance to wealthy special interests, making politicians more responsive to the concerns of ordinary Americans. 

But we need new and better ways for workers to achieve that strong collective voice.  Fewer than 7 percent of workers in the private sector are members of a union – meaning that 93 percent are left out of the current system.

In Defense Of The Public Square

A robust and vibrant public square is an essential foundation of democracy. It is the place where the important public issues of the day are subject to free and open debate, and where our ideas of what is in the public interest take shape. It is the ground upon which communities and associations are organized to advocate for policies that promote that public interest. It is the site for the provision of essential public goods, from education and healthcare to safety and mass transportation. It is the terrain upon which the centralizing and homogenizing power of both the state and the market are checked and balanced. It is the economic arena with the means to control the market’s tendencies toward polarizing economic inequality and cycles of boom and bust. It is the site of economic opportunity for historically excluded groups such as African-Americans and Latinos.

And yet in America today, the public square is under extraordinary attack. A flood of unregulated, unaccountable money in our politics and media threatens to drown public debate and ravage our civic life, overwhelming authentic conceptions of the public interest. Decades of growing economic inequality menaces the very public institutions with the capacity to promote greater economic and social equality. Unprecedented efforts to privatize essential public goods and public services are underway. Teachers, nurses and other public servants who deliver those public goods are the object of vilification from the political right, and their rights in the workplace are in danger. Legislative and judicial efforts designed to eviscerate public sector unions are ongoing.

In response to these developments, a consortium of seven organizations—the Albert Shanker Institute; the American Federation of State, County and Municipal Employees; the American Federation of Teachers; the American Prospect; Dissent; Georgetown University’s Kalmanovitz Initiative for Labor and the Working Poor; and the Service Employees International Union—has organized a to bring together prominent elected officials, public intellectuals, and union, business and civil rights leaders “in defense of the public square.”

An Attempt To Decapitate: Turkey's Trade Unions On Trial

Our guest today is Eric Lee, founding editor of LabourStart, the international labor news and campaigning site.

On a chilly Thursday morning in late January I found myself standing at the entrance to an ultra-modern building that looked exactly like a shopping center or hotel.  An immense atrium, mirror-like glass everywhere, it was certainly designed by architects with ambitions.  The building was the main courthouse in downtown Istanbul — the largest courthouse, we were told, in all of Europe.

I was there in order to attend the opening of the trial of 56 members of KESK, the Turkish trade union for public sector workers.  The KESK members are accused of membership in an illegal organization, and making propaganda for that organization.  A handful of them were accused of being leaders of the organization.

The organization they are accused of joining is the Devrimci Halk Kurtuluş Partisi-Cephesi (DHKP-C) — the Revolutionary People’s Liberation Party–Front — which for more than three decades has conducted an armed struggle against the Turkish state.  The DHKP-C is considered a terrorist organization not only by the Turkish government but also by the European Union and the United States.

Unionization And Working Poverty

Our guest author today is Ian Robinson, Lecturer in the Department of Sociology and in the Residential College’s interdisciplinary Social Theory and Practice program at the University of Michigan.

Poverty is (by definition) a function of inadequate income relative to family or household size. Low income has two possible proximate causes: insufficient hours of employment and/or insufficient hourly wages.  In 2001, there were four times more poor U.S. households in which someone had a job than there were in households in which no one did.  The same is still true today.  In other words, despite levels of unemployment far above post-World War Two norms, low wage jobs are by far the most important proximate cause of poverty in America today.

Perversely, despite this reality, the academic literature on U.S. poverty pays less attention to such jobs than it does to unemployment. A recent article, published in the journal American Sociological Review, both identifies and makes up for that shortcoming. In the process, its authors arrive at some striking conclusions. In particular, they find that unions are a major force for reducing poverty rates among households with at least one employed person.
