Elementary Educator and Education Policy Analyst

Cooper is an elementary educator and education policy analyst based in the Washington, DC area. He holds master’s degrees in Education Policy from George Washington University and in Elementary Education from the University of Richmond. In 2025, he served as the Blaschke Fellow for the Consortium for School Networking (CoSN). His research interests include educational technology, K-6 literacy pedagogy, and teacher workforce development. Although he currently teaches sixth grade, he has previously led kindergarten and first grade classrooms and directed theatre programs for students of all ages.

The Albert Shanker Institute, endowed by the American Federation of Teachers and named in honor of its late president, is a nonprofit, nonpartisan organization dedicated to three themes - excellence in public education, unions as advocates for quality, and freedom of association in the public life of democracies. With an independent Board of Directors (composed of educators, business representatives, labor leaders, academics, and public policy analysts), its mission is to generate ideas, foster candid exchanges, and promote constructive policy proposals related to these issues.
