At least in the for-profit [charter] schools, wouldn't there be significant pressure to minimize costs, and one way to do that is a constant stream of entry-level teachers? I'm just sayin'...

MATT! THANK YOU SO MUCH!!! I have been asking about teacher turnover comparisons between public schools and charters for ... well I don't know how long but it seems like an AWFUL long time. And nobody would tell me anything! And thank you for explaining all of it in wonderfully clear, precise language. Thank you so much.

Yes, it matters whether the same kinds of teachers are more or less likely to leave a charter school than a traditional public school. But the composite picture also matters because it is no accident or coincidence that charter schools teachers differ from public school teachers. This is quite often the result intentional staffing plans or strategies. Which means that we are actually looking at two issues that stack on top of each other. First, charter schools have higher teacher turnover, even when adjusting for teacher characterics. On top of that, they appear to make hiring decisions that result in them having teachers are who are more like to leave their school. This doubly undermines claims that charter schools are or ought to be superior to public schools.
