I'll bet patients who ignore medical advice don't improve nearly as much as those who follow it. Same goes for students, their home environments, and their peer group - there is very, very little that government or educators can do to change those elements. I don't know what the solution is - or if there is one - but until negative influences in a kid's life can be changed, there are limits to what can be done at school. That doesn't mean give up, but it does mean we need to look at the bigger picture. I really wonder how often pundits or researchers spend time [anonymously] in troubled schools.
