One Page Summaries Of Your State's School Finance System

For the past few years, the Shanker Institute has been collaborating with Bruce Baker and Mark Weber of Rutgers University to publish the School Finance Indicators Database (SFID), a collection of finance and resource allocation measures for policymakers, journalists, parents, and the public. 

The State Indicators Database (SID), the primary product of the SFID, is freely available to the public, but it includes about 125 variables. So, even if you know exactly the types of measures you are looking for, compiling the data for a state or a group of states might present a challenge. While we have tried to make the data accessible for non-researchers, we realize that it can still be difficult for a lot of people. 

We have therefore just published 51 state school finance profiles (with help from ASI fellow Lauren Schneider), which pull together a digestible amount of information into one place for each state (and D.C.). You can download the profiles individually or as a group.

How Much Segregation Is There Within Schools?

Our national discourse on school segregation, whether income- or race-/ethnicity-based, tends to focus on the separation of students between schools within districts. There are good reasons for this, including the fact that the majority of desegregation efforts have been within-district efforts. Sometimes lost in this focus, however, is the importance of segregation between districts.

This distinction can be confusing, so consider a large metro area with a central city district surrounded by a group of suburban districts. There may be extensive racial/ethnic segregation of students between schools within those districts, with students of color concentrated in some schools and their White peers concentrated in others. But total segregation across the entire metro area is also a function of segregation between districts - i.e., the degree to which students of certain races or ethnicities are concentrated in some districts and not others (e.g., students of color in the city, white students in the suburbs). In a sense, if we view diversity as a resource, there are multiple "chokepoints" at which that resource is distributed down to the next level—from states to metro areas to districts to schools—and this can exacerbate segregation.

recent working paper provides one of relatively few pieces of recent evidence suggesting that, in addition to racial and ethnic segregation between districts and between schools within districts, there may be an additional important "layer": segregation within schools.

Co-Teaching For Emerging Bilingual Learners: Theory And Practice

Co-teaching is an education buzzword frequently used in the context of instruction for students with special needs or English Language Learners (ELLs). When implemented thoughtfully and intentionally, co-teaching can be highly effective at meeting the unique needs of all learners. In this post, I will focus on co-teaching for English Language Learners, to whom I will refer to as “Emerging Bilingual Learners (EBLs), a more accurate label that highlights the assets these learners bring to the classroom. 

My argument, which is supported by research and my own professional experience, is that co-teaching is a particularly effective method for EBLs when one teacher is trained to meet the language needs of EBLs (and all learners) and the other focuses on grade level standards. Using co-teaching models, language is not the end goal, but rather a vehicle that enables EBLs to gain understanding of grade level content. The focus is not solely on the language that students are developing but rather on the academic content all students must acquire. This is important because it does not stigmatize students and it levels the playing field for each learner.

Not only does this inclusive model of teaching focus on the assets of every child, but it provides a more diverse learning environment while building trusting relationships amongst students' peers and teachers. The co-teaching model can be instrumental to fostering a greater sense of community within the classroom. Gloria Ladson-Billings (1995) stresses the importance of instilling community pride into a classroom, where teachers and students have a reciprocal autonomous relationship. EBLs need to feel a deep sense of belonging in order to be willing to take risks and make mistakes.

For Students, The "Good Ole Days" Are Not Good Enough

Across the country, everyone is asking one question, “When will we get back to normal?” A cry similar to that of previous generations who often beckon back to the “good ole’ days.” If we are honest, the desire to get back to a place called “normal” is not because the past was better, but simply because it was familiar. The very fact that our past “normal” included a system where, in most school districts, you could identify by race and ethnicity which students were more likely to be suspended, expelled, or less likely to graduate says it all. Our past “normal” was actually abnormal (unless, for some reason which defies all science, you believe that intellect is distributed by race and ethnicity). 

In America, the “good ole’ days,” meant prevalent systemic racism, a widening achievement gap, and scarce resources for our students and teachers. Rather than longing for “back to normal,” our public school system has the opportunity to once again move us forward towards creating a more equitable and just “new normal” for students, parents, and families. Five Things Not To Do When Schools Re-open

So much has been said already about teaching and learning during the Covid-19 pandemic that it is hard to say something new. More focus on social and emotional learning, student and teacher wellbeing, authentic assessments, distance learning with technology, relationships in schools and recess during school days. Fewer high-stakes standardized tests, less unproductive consequential accountability, more direct instruction in school, and less rote textbook learning. All these ideas were presented already before this crisis, but people see that the time is right to transform schools after the pandemic is gone. 

Rather than add more to the already exhaustive list of ideas for schools post-pandemic, I want to suggest five things that we should not do when schools re-open. These five things are collected from my numerous conversations and debates during the past few months about the implications of the Covid-19 pandemic for schools, teachers, students and parents. My basic assumption is that schools change slowly, even when pressured by external shocks like the pandemic. I think that the underlying emotion in this devastating turmoil, which by now has affected healthcare, education, economic systems, and the daily lives of billions of people, is fear. 

Many are afraid losing their health, the lives of loved ones, their jobs, their dreams, and their futures. What most parents probably expect from schools now is safety and stability, not revolution or change. I like many others think that now is the time to reimagine schools. But I am afraid that making these dreams come true at scale will be very difficult. But if real change is to have any chance, I offer these five suggestions of what not to do. I have long believed that in education policymaking what we stop doing is as important as what we should do. In this playful spirit I offer the following ‘5 Don’ts.

Why School Climate Matters For Teachers And Students

Over the past decade, education reformers have focused much of their attention on raising teacher quality. This makes sense, given the well-evidenced, large impacts teachers have on student outcomes and the wide variation in teacher effectiveness, even within the same school (Goldhaber 2015Jackson et al. 2014). Yet this focus on individual teachers has caused policymakers to lose sight of the importance of the organizational contexts in which teachers work and students learn. 

The quality of a school’s teaching staff is greater than the sum of its parts. School environments can enable teachers to perform to their fullest potential or undercut their efforts to do so. 

When we think of work environments, we often envision physical features: school facilities, instructional resources, and the surrounding neighborhood. State and district policies that shape curriculum standards, class size, and compensation also come to mind. These things matter, but so do school climate factors that are less easily observed or measured. Teachers’ day-to-day experiences are influenced most directly by the culture and interpersonal environment of their schools.

Educational Equity During A Pandemic

My wife and I have each spent many hours teaching by video this spring. While sitting in the same house, I meet online with college students who attend a selective private university; she meets with 5-to-9-year olds in an urban public school system, helping them learn to read. 

Both of us think and worry about equity: how to treat all students fairly within our respective institutions and across the whole country (even the world). And both of us discuss these issues with our respective colleagues. I suspect that many other educators are similarly wrestling with the challenges of teaching equitably while schools are closed. 

Before the pandemic, schools were already dramatically inequitable. In our state of Massachusetts, total expenditures per pupil vary from $14,000 to $31,000 among regular school districts. But the worst-funded Massachusetts district still allocates twice as much per student as Utah does. In Uganda, the government spends $2.12 per student per year on education (although many families spend more).

Interpreting School Finance Measures

Last week we released the second edition of our annual report, "The Adequacy and Fairness of State School Finance Systems," which presents key findings from the School Finance Indicators Database (SFID). The SFID, released by the Shanker Institute and Rutgers Graduate School of Education (with my colleagues and co-authors Bruce Baker and Mark Weber), is a free collection of sophisticated finance measures that are designed to be accessible to the public. At the SFID website, you can read the summary of our findings, download the full report and datasets, or use our online data visualization tools.

The long and short of the report is that states vary pretty extensively, but most fund their schools either non-progressively (rich and poor districts receive roughly the same amount of revenue) or regressively (rich districts actually receive more revenue), and that, in the vast majority of states, funding levels are inadequate in all but the most affluent districts (in many cases due to a lack of effort).

One of the difficulties in producing this annual report is that the our "core" measures upon which we focus (effort, adequacy, and progressivity) are state-level, and it's not easy to get attention for your research report when you basically have 51 different sets of results. One option is assigning states grades, like a school report card. Often, this is perfectly defensible and useful. We decided against it, not only because assigning grades would entail many arbitrary decisions (e.g., where to set the thresholds), but also because assigning grades or ratings would risk obscuring some of the most useful conclusions from our data. Let's take a quick look at an example of how this works.

Making The Case For Multidisciplinary Sex Ed

Assuming you lived in a state that provided access to sex education, which of your courses would deliver this information? Most sex education is taught in biology or physical health classes with one or two lesson units between middle and high school. One compelling argument that I have found recently is a case to teach sex education in a multidisciplinary approach spanning several years of a student’s education in both social studies and physical science courses. Doing so could drive down teen pregnancy, empower youth about their own sexual health, and change the narratives and misinformation teens receive about sexuality. 

Leaders in sex education have begun to incorporate lessons on health as early as preschool. Early childhood sexuality education standards from The Future of Sex Ed include discussions on parts of the body, touching, and relationships with family members and friends. Middle school curriculum covers gender, puberty, relationships, and sexual orientation. High school students then receive content on sexual health, contraception, consent, and gender and sexuality. Sustained, age appropriate lessons are crucial to developing healthy teens, and it’s time to rethink the traditional academic delivery of content. 

Maryland, for instance, has implemented a sustained approach to teaching sexuality education throughout middle and high school.  A recent article in the Washington Post explains one health educator’s approach to presenting seventh graders with information about consent. Courtney Marcoux uses contemporary analogies to connect with her 7th grade students, but this is not the first time they have been exposed to the term “consent.” As of July 1, 2018, students in Montgomery County, MD are exposed to lessons on consent in 5th, 7th, and 10th grade. This is because the state passed legislation requiring these discussions in middle and high school. In response to the #MeToo movement, the bill ultimately aims to teach consent in sex education classes as a tactic to reduce sexual harassment and sexual assault on college campuses.
